Explore the 6 Prototypes Discover the Vision and Principles Read the Initiative's latest report Learn more about the REI programme The Responsible Energy Initiative in the Philippines REI’s second focal country is taking place in the Philippines in partnership with the Institute for Climate and Sustainable Cities (ICSC), Oxfam Philipinas, the Center for Empowerment, Innovation and Training on Renewable Energy (CentRE), Friedrich-Ebert-Stiftung (FES), Ocean Energy Pathway (OEP), the Business & Human Rights Resource Centre (BHRRC) and Forum for the Future. REI Philippines' Steering Committee Why the Philippines? In 2022, Forum for the Future conducted an independent scoping study of energy transition systems in Southeast Asia to inform a decision of which country in the region would be the most conducive location to implement the Initiative. The study found that the Philippines had reached an inflexion point where policy, market momentum and the global focus on decarbonization had converged – creating the enabling conditions for REI to support the changes needed. Specifically, we found that in the Philippines, there is presently: A forward-looking policy and regulatory environment to support RE acceleration. A diverse range of RE technologies, which impacts can be addressed. A mature RE developer sector ready to engage in multi-stakeholder collaborations. A dynamic and mature civil society driving social and ecological resilience. Potential for a full value chain approach in establishing a responsible energy system. Growing investment and influence from local, regional and international financiers. Owing to these characteristics, we have chosen the Philippines as the second focal country for REI. 26 January 2024 Renewable Energy to Responsible Energy: A Call to Action In 2023, REI Philippines conducted a situational analysis of the ecological and social impacts that may emerge with the scaling of renewable energy. This culminated in the first report, exploring: How these impacts are currently governed, How market actors respond to these impacts, and, How the Initiative might effectively contribute towards creating a renewable energy system that is more socially just and ecologically sound. Over 50 organizations across the value chain — including developers, industry associations, procurers, financiers, multilateral organizations, civil society and academia — came together over a year to articulate a shared foundation for advancing renewable energy in ways that are rights-based, inclusive, and nature-positive. Discover the Vision and Principles 19 March 2026 6 Prototypes for a Responsible Energy Future in the Philippines Guided by the Vision and Principles, REI Philippines Cohort conducted a collective diagnosis and identified key barriers that threaten to undermine a fast and fair transition: land and sea spatial competition, ecological and social data blind spots, community trust deficit, capital gaps, and the lack of a robust circular system for renewable technologies. In response to these systemic challenges, the Cohort designed 6 prototypes: active, on-the-ground experiments to test how to create system-wide conditions for responsible renewable energy at scale. The RE Compass: an interactive digital tool that overlays RE potential with ecological and social risk data. The RE Hub: a pre-competitive innovation platform to prototype multi-land use and marine spatial models that allow energy generation to coexist with agriculture, fisheries and ecosystem restoration. Co-own Energy Futures: a testbed for legal and financial structures that go beyond simple CSR by enabling host communities to own a stake in RE projects. The Capital Orchestrator: unlocks and coordinates capital flows towards systemic innovations that advance ecologically safe and socially just deployment of renewable energy. The RE Collab: a program that equips rural banks to integrate ESG risks into their lending portfolios. Circular RE Futures: a participatory futures process that aims to support policymakers in designing governance mechanisms that manage the lifecycle of RE technologies.
